Governance
The Toronto Port Authority (TPA) is a federal public authority established under the Canada Marine Act (June 8, 1999). As successor to the Toronto Harbour Commissioners, which was constituted as a corporation in 1911 under the Toronto Harbour Commissioners Act, the TPA operates pursuant to Letters Patent issued by the Federal Minister of Transport.
The Letters Patent include requirements related to the TPA's Board of Directors and activities that can be undertaken by the TPA.
The TPA operates in accordance with the Marine Act and Letters Patent, all of which can be accessed on this website, in addition to a series of TPA-specific bylaws, policies and procedures.
Under these rules the Port Authority is required to be self-sufficient. The TPA receives no federal, provincial or municipal funding.
