Swimming in Toronto Harbour

Under the Canada Marine Act Operating Regulations, it is prohibited to swim anywhere in the jurisdiction of the Toronto Port Authority that has not been designated as a swimming area.  Areas designated as a swimming area are those which have been designated as beaches by the City of Toronto.   

To be more specific, swimming is expressly prohibited in the lagoons of the Toronto Islands, as well as anywhere along the Central Waterfront.  The Harbour Master, only on very special occasions, will give permission for events which entail swimming in areas not designated as beaches.  An application may be made to the Harbour Master’s office for these specific cases and must include payment of a fee, proof of insurance, a waiver signed by the individuals, and a safety plan.
