The Toronto Port Authority has retained Jacobs Consultancy Canada Inc. to undertake a study to identify and assess any current and future noise impacts, as well as to develop appropriate management and mitigation actions.  Jacobs Consultancy Canada Inc. is the leading aviation consulting firm worldwide with diverse experience in areas such as the management of noise issues, aviation regulations, engineering, statistics and safety analysis.

Similar to the “balanced approach” principle endorsed by the International Civil Aviation Organization, the study will consist of identifying potential noise problems at the airport and then analysing the various measures available to reduce noise through the exploration of four principal elements, namely

  • Reduction at source
  • planning and management
  • Noise abatement operational procedures, and,
  • Operating restrictions.

The objectives of the study are as follows:

  • To measure and document current aircraft noise levels;
  • To identify the specific components of noise that contribute to complaints (engine run-ups, night operations, reverse thrust, etc.);
  • To model current and forecast noise levels at and near the airport;
  • To involve airport users in developing noise management and mitigation impacts;
  • To undertake a consultative process with community stakeholders;
  • To develop mitigation measures, complete with cost estimates;
  • To propose a specific program of ongoing monitoring, enforcement and mitigation.

    On November 25, 2008, representatives of the residential community attended a presentation by Jacobs Consultancy and the TPA which described the study goals, objectives and process.  This meeting was the first step in an ongoing community consultation that will include further meetings and introduce other forums for community feedback.
